Carlsbad Desalination Plant (Ca, USA)

GHD in collaboration with Butier Engineering Inc. (Butier) has been selected by Poseidon Resources to provide owner’s engineering services for the development, construction and commissioning of the USD$300 million Carlsbad Seawater Desalination project. 

The project consists of a 50 million gallons (approximately 200 megalitres) per day seawater desalination plant and associated water delivery pipelines. The facility will be a model for other desalination projects needed by the State of California in its search to diversify drinking water supplies.

Randy Weaver

Mr Weaver is a principal management consultant with over 25 years' experience in the wastewater industry. Mr Weaver specializes in asset and utility management. His managerial experience is demonstrated by assignments encompassing advanced asset management, risk assessment studies, inventory management and management consulting services. In addition, Mr Weaver has over 22 years' experience planning and coordinating maintenance activities of large wastewater facilities, as well as six years' experience as an asset manager.

Mr Weaver developed the first ever, department-wide asset management program for the City of San Diego Metropolitan Wastewater Department. His responsibilities at MWWD covered all aspects of the department’s business practices related to asset management from capital expenditures, planning and execution of the maintenance program, to the implementation of a business case evaluation process for a capital improvement program which saved the department over US$10 million in the first year.

Doug Stewart

Mr Stewart is a registered civil engineer with 25 years' experience in the water and wastewater industry. His managerial experience is demonstrated by assignments encompassing advanced asset management, risk assessment studies and management consulting services to senior utility management across North America. In addition, Mr Stewart has over 10 years' experience as a design and construction manager for two large publicly-owned treatment works, as well as 8 years' experience in water supply at the US Bureau of Reclamation and the California State Water Resources Control Board. He also has several years' experience in municipal engineering as a city engineer for two California cities.

From 2001 to 2006, Mr Stewart was responsible for establishing an agency-wide asset management program for Orange County Sanitation District (OCSD), the sixth largest publicly-owned treatment works in the United States located in Fountain Valley, California.  His responsibilities at OCSD covered all aspects of the district’s business practices related to asset management from capital expenditures to operations and maintenance.

Mr Stewart has been an instructor for the asset management workshops sponsored by the US Environmental Protection Agency since inception of the program in 2003.  He has personally conducted over 20 two-day workshops across the United States.

Gary Crisp

Gary is highly regarded throughout Australia as one of the industry’s foremost desalination practitioners. He was instrumental in the delivery of Australia’s first major seawater desalination plant for public water supply. Prior to joining GHD, Gary served as the Perth Water Corporation’s Principal Engineer, Desalination. He has also worked in an advisory capacity to a range of clients planning major desalination projects and has been a member and presenter on a range of international committees and conferences involving desalination.

Peter Chan

Peter has been designing water and wastewater infrastructure projects in the southwestern United States for over 20 years.  His experience includes hydraulics modeling, membrane technology, reclaimed water management, pumping/lifting station design, waterlines, sewer lines, water and wastewater process design.  He is an experienced engineer who stays actively involved in new advances in the industry.  His focus is on timely delivery of all project tasks.
